Community Waste Solutions is a new grant funding stream replacing Waste Action Grants and Community Solutions. Funding is provided by Lancashire County Council and Blackpool Council and administered by Global Renewables on their behalf.
Community Waste Solutions funding is available for any non profit making group or organisation that are involved in activities that will reduce, reuse or recycle materials that would otherwise end up in the (municipal) residual waste stream and contribute to Lancashire and Blackpool Council’s targets of either limiting waste growth to 1% or less or increasing recycling rates to 56% or more by 2015.
Funding is available in two tiers:
All applications must demonstrate value for money for the funding authorities. Applications to the over £2,500 tier will be need to provide more detail with a well developed project plan, evidence of staff/organisation experience, evidence of need, business plan etc
Applications will be assessed in quarterly funding rounds with the following deadlines:
30th June 2011
30th September 2011
31st December2011
31st March 2012
Grants are available to groups and organisations that operate in the administrative areas of Lancashire County Council. Community Waste Solutions can fund or part fund projects. There is no set upper limit to funds available however all projects will be judged strictly on their “value for money”. We can also provide additional support and guidance to develop a project idea as well as ongoing project management support.
Extra consideration will be given to projects that provide further benefits to the local community and environment in particular in terms of jobs, training and volunteer placements safeguarded or created.
All applications will be assessed using the following criteria totalling 80% of the scoring points available:
Is the applicant organisation of a recognised legal status with its own bank account? (essential)
Will the project reduce waste / reuse materials / recycle materials / promote recycling and waste reduction / achieve behavioural change with regards to waste?
Has the applicant evidenced the need for the project?
Does the group have the capacity/capability and experience necessary to deliver the proposed project?
Is the project likely to divert/reduce adequate amounts of waste in relation to funding requested?
Has the applicant provided a clear, realistic and detailed project plan?
Does the application outline a clear and realistic monitoring strategy whereby actual tonnages of waste diverted or behavioural change can be determined?
Does the project have longer term sustainability/exit strategy?
Although not essential, the following criteria will contribute to the remaining 20% of scoring points available:
Will the project create:
Paid employment posts?
Training placements (with end qualification)?
Volunteer placements?
